were arrested on February 14th for being in possession of bombs and under instructions from Your Excellency interned.

Above information is given in case Your Excellency should wish [? additional reason for expulsion] which I regard as vital necessity in the interest of [? concession].

with Cheng murder, men are in any case clearly members of a
terrorist gang.
